Changing attitudes from being passive payout recipients to active tribal leaders, supporting each other, and working to make the casino a success will be no easy task. But all stakeholders must maintain an active and positive role in the gaming process if Indigenous tribes are ever to turn a casino’s pure financial success into true improvements to the quality of life in Indigenous communities. The government has set aside $60 billion, 20% of the total pot of PPP money, for smaller banks that lend to minority-owned small businesses and businesses in more rural communities — a group that includes tribal casinos. Initially, payroll deficits suffered by tribal casinos were expected to be repaid by the federal government’s Paycheck Protection Program, a loan for small businesses to help cover payroll and utilities that could be forgiven after eight weeks. But, unexpectedly, Indian gaming operations were left out of the first round of PPP. Controversy arose when Natives began putting private casinos, bingo rooms, and lotteries on reservation lands and began setting gaming prizes which were above the maximum legal limit of the state. The Natives argued for sovereignty over their reservations to make them immune from state laws such as Public Law 280, which granted states to have criminal jurisdiction over Native reservations.

They also operate 169 elementary and secondary schools across 63 reservations and 14 dorms serving approximately 46,000 Native students in 23 states. Although the BIE’s mission is to provide quality education opportunities to Indian students, BIE schools are notoriously underfunded and underperforming, with their educational outcomes and graduation rates significantly lower than public schools. “We can’t fund any programs without the casino” — no health care, education, law enforcement or fire protection, said Phil Haugen, chief operating officer of the Kalispel Tribal Economic Authority. The U.S. government authorized $8 billion for tribes in a coronavirus relief package in March, when most casinos closed, but it’s been slow to distribute the money, deepening the woes on reservations.

Tribal Casinos Contribute Towards Social Development

The in-person tribal sports wagering measure, called California Legalize Sports Betting on American Indian Lands Initiative, is modeled off the successful approach that Indian tribes have used to operate gaming for more than 20 years. The ballot measure will implement proven safeguards to ensure safe, responsible, in-person sports wagering by requiring individuals to be 21 or older and be physically present when placing bets. In June 1972, Itasca County, Minnesota, sent a property tax bill for $147.95 to Russell and Helen Bryan, a Chippewa couple living in a mobile home on the Greater Leech Lake Indian Reservation. Under U.S. law, Native Americans living on reservations are exempt from paying property taxes.
