Garry South, a political advisor to the tribes that oppose the compacts, has estimated that any campaign will be expensive-as much as $80 million. So far the tribes have raised $56 million to promote the compacts while the opposition has raised a total near $15 million. The tribes organized under the Yes for California Coalition to promote the compacts. Our Tribe dedicates significant resources from gaming to various philanthropic causes through its charitable donations to others in the community and across Indian Country. Also in July 2008, the Pauma Band of Luiseño Indians announced a Memorandum of Understanding with the county of San Diego. The agreement allows for a 19-story resort casino hotel to be built. The MOU provides an agreement that the financial contribution to the county be used for quality-of-life improvements for residents.
In some cases, the state will negotiate compacts with many different tribes at once. Oklahoma is an example, where 35 different tribes have compacts with the state. Enables tribes to create revenue via gaming while also protecting them from criminal influences.
Chapter 5Native American Tribal Casinos
Gambling has both positive and negative effects on Native Americans. Indian gaming weakens Indian sovereignty and breaks down tribal cultures and traditional values and has increased domestic abuse. A Supreme Court ruling issued on July 9, 2020, which expanded tribal jurisdiction for the Muscogee Nation in Oklahoma also opened the possibility for Native Americans to have more power to regulate casino gambling. Forty percent of the CEOs expect the gaming industry’s business climate to improve over the next two quarters compared to 13 percent that expects business conditions to worsen. The gaming industry’s CEOs are an optimistic bunch, according to the American Gaming Association. Caesars has not said which of its eight Strip properties it wants to sell. VICI will also have eight different gaming tenants – Caesars Entertainment, Hard Rock Entertainment, Penn National, Century Casinos, Jack Entertainment, The Eastern Band of Cherokee Indians, MGM Resorts and Apollo – managing the casinos.
Here is a link to the list of collection fees at each California card room. They may not have realized it at the time but this court decision often referred to as the Cabazon decision, led to several federal and state legislative acts that caused tribal casino operations to expand. Today, there are nearly 70 tribal casinos in the state of California. The IGRA also requires tribes be federally recognized by the Bureau of Indian Affairs before they can negotiate compacts to provide gaming. The US Department of Interior has to approve the compacts as well.
